Substance Abuse Counselor (CSAC / Case Manager)

$28–$31 per hour | $58,000–$65,000 per year (based on experience)
Summary:
The Substance Abuse Counselor plays a vital role in guiding clients through their recovery by providing evidence-based therapy and compassionate support. This full-time, on-site role involves counseling, case management, and coordination of care to ensure clients are connected to the services and support systems they need for long-term recovery.

You’ll serve as a steady guide for individuals and families, helping them navigate admissions with compassion, clarity, and purpose. This is more than a front desk job—it’s a frontline mission to make every client feel like they are our only client.
The Peer/Clinical Case Manager will combine the lived experience of recovery with hands-on case management to help clients navigate their recovery journey. You’ll support clients in both clinical coordination and real-world life needs — from transportation and housing to emotional guidance and crisis support.
Job Description:
This role involves working closely with clients to develop individualized treatment plans, facilitate counseling sessions, and provide non-clinical support through care coordination and advocacy. The counselor also connects clients to vital services like housing, legal aid, and employment support. Clinical documentation and participation in team collaboration are essential aspects of the role.
Key Responsibilities:
  • Conduct biopsychosocial and substance use assessments
  • Develop and monitor individualized treatment plans
  • Facilitate individual and group therapy using evidence-based methods
  • Support clients with relapse prevention strategies and coping skills
  • Coordinate referrals for housing, employment, medical care, legal aid, and other resources
  • Assist in discharge planning and aftercare coordination
  • Identify relapse warning signs and intervene appropriately
  • Maintain timely and accurate clinical documentation
  • Educate clients and families on recovery tools and available services
  • Participate in supervision, clinical meetings, and training sessions

Qualifications:
Experience/Education icon
Experience
Minimum of 1–3 years in addiction counseling, case management, or behavioral health
  • Minimum 2 years of sustained recovery
  • Preferred: Experience in a treatment or outpatient setting
  • 2+ years of outreach, community relations, or marketing experience in behavioral health, healthcare, or human services
  • High school diploma or GED required; Associate’s or Bachelor’s degree preferred
  • Minimum 2 years of experience in admissions, case coordination, or behavioral health
  • Familiarity with CRM platforms and insurance verification processes preferred
  • At least 3+ years of experience working in a behavioral healthcare or mental health setting
  • Proven track record in regulatory compliance, quality assurance, or auditing
  • Familiarity with Virginia DBHDS, CARF, Medicaid, and HIPAA standards

CSAC, CSAC-A, QMHP-A, LCSW, LPC, or related certification (required)
  • Certified Peer Recovery Specialist (CPRS – Virginia)
  • Must pass background check and drug screening
  • Valid driver’s license and reliable transportation
  • Willing to work flexible hours, including occasional evenings and weekends
  • Must be able to commute or relocate reliably to Norfolk, VA
  • Background check and drug screening required upon hiring
License Requirement:
  • Bachelor’s or Master’s degree in Healthcare Administration, Behavioral Health, Public Health, Compliance, or related field
  • Certification in Healthcare Compliance (CHC) or similar credential is a plus
